Map data © OpenStreetMap contributors · tiles OpenFreeMap. Distances are straight-line, measured by SIM.

How the SIM score works

Each project gets a score out of 10 from four things anyone can check. Rail access (4 points): straight-line distance from the site to the nearest operating station, measured by SIM on OpenStreetMap data — 4 points up to 300 m, 3 up to 600 m, 2 up to 1 km, 1 up to 1.5 km. Penang island has no operating urban rail. The Mutiara Line LRT, from Komtar to Silicon Island with a later sea link to Penang Sentral, is under construction and expected to run from December 2031, so its stations do not count. The Penang Hill funicular is a tourist railway and is not counted either. The nearest operating station for every project below is Butterworth (KTM ETS and KTM Komuter) at Penang Sentral, on the mainland, between 5.9 km and 14.9 km away: no project scores rail points this year. We give each project's distance to the nearest planned Mutiara Line station, for information only.

Tenure (2 points): freehold 2, leasehold 1, not confirmed by the developer or the press 0. Listed developer (2 points): the developing company or its parent is listed on Bursa Malaysia, so its accounts are public; a joint venture counts only when the listed partner holds a majority. Price published (2 points): 2 when the developer publishes a price, 1 when the price was reported by the press, 0 when it only appears on agent listings.

Selection: residential high-rise projects on Penang island launched in 2023–2026 and still being sold by the developer in 2026. Projects reported as sold out are left out. Ties are broken by distance to rail. Nobody paid to be on this list and we take no commission on sales.

A factual comparison, not a recommendation to buy. Prices change: always check with the developer and a lawyer before signing.

About this edition

This is the first edition of this ranking, built on 29 October 2026. It covers ten residential high-rise projects on Penang island, from Andaman Island and Gurney Drive in the north to Gelugor, Jelutong and Batu Maung in the south. Each one was launched between 2024 and 2026 and was still being sold by its developer in 2026. Every figure links to the developer or the press, with the date it was published.

Penang island has no operating urban rail yet. The Mutiara Line LRT, which will run from Komtar to Silicon Island and later across the strait to Penang Sentral, is under construction. Service is expected to start in December 2031. (NST, 11 Jan 2025; The Star, 6 Jun 2026) Our score only counts stations that already run trains. For every project the nearest one is Butterworth (KTM ETS and KTM Komuter), on the mainland at Penang Sentral, between 5.9 km and 14.9 km away. So no project scores rail points this year, and the ranking turns on tenure, a listed developer and a published price. Each project card also gives its straight-line distance to the nearest planned Mutiara Line station, for information only.

Seven of the ten sites are not yet mapped in OpenStreetMap. For those we measured from a nearby mapped point, which we name on each card. It changes nothing in the scores, since every project is several kilometres from an operating station.

We do not say which project to buy. We show what can be checked, score every project the same way, and say what is missing.

The Penang market these projects sell into

  • Transactions. Penang recorded 6,979 residential transactions worth RM 3.19 billion in the first half of 2026, down 13.1% in volume and 11% in value from a year earlier, according to NAPIC’s Property Market Report 1H 2026 as reported by a Penang property site. We could not open the NAPIC report itself. (not yet confirmed from an official text) (Penang Property Talk, 29 Sep 2026)
  • New launches and sales. The same report counts 2,878 new residential units launched in Penang in the first half of 2026, up 79.9% from 1,600 a year earlier, of which 283 were sold, a sales rate of 9.8%. (not yet confirmed from an official text) (Penang Property Talk, 29 Sep 2026)
  • Unsold homes. Penang had 3,114 completed residential units unsold at the end of June 2026, up 12.2% in six months, plus 7,100 unsold units under construction. (not yet confirmed from an official text) (Penang Property Talk, 29 Sep 2026) NAPIC counts serviced apartments separately from these residential figures; we found no Penang total for them.
  • Prices. NAPIC’s preliminary Penang house price index rose 0.2% year on year in the second quarter of 2026, with an average house price of RM 503,388. (not yet confirmed from an official text) (Penang Property Talk, 29 Sep 2026)
  • What it means for this list. The ten projects add up to about 5,300 homes, half of them serviced apartments or serviced residences. Six give a completion date, all in 2029 or 2030. In the first half of 2026, fewer than one in ten newly launched units in Penang found a buyer in the same period.

Rules for foreign buyers in Penang in 2026

  • Minimum price on the island: RM 1 million for a strata unit (condominium or serviced apartment) and RM 3 million for a landed home. On the mainland (Seberang Perai) the minimums are RM 500,000 and RM 1 million. These figures come from specialist sites that agree with each other; we have not read the state circular. (not yet confirmed from an official text) (PropCashflow, 2026) The landed minimum was raised from RM 2 million to RM 3 million in March 2017. (StarProperty, Mar 2017)
  • No discount since the end of the Home Ownership Campaign. During the campaign the strata minimum in Seberang Perai was lowered to RM 400,000. The campaign ended in December 2024, and all purchases by foreigners are back under the state’s original rules. (Malay Mail, 14 May 2026)
  • State levy. Penang charges foreign buyers a levy of 3% of the price, cut to 1.5% in 2017 for island strata units priced between RM 1 million and RM 1.5 million. A 2018 report describes a 1.5% approval fee. We have not seen the current state schedule. (not yet confirmed from an official text) (FMT, 16 Mar 2017; The Sun, 6 Jul 2018)
  • State consent. Each purchase by a foreigner needs the state’s consent under section 433B of the National Land Code. Bumiputera units are excluded. Six projects in this list start below RM 1 million, so ask the developer in writing whether the unit you want is open to foreign buyers.
  • Stamp duty: a flat 8% on residential property for foreigners from 1 January 2026, up from 4%. (Budget 2026, appendix 14)
  • Real property gains tax: 30% if you sell within five years, 10% from year six. (LHDN)

Malaysian buyers pay the standard stamp duty scale (1% to 4%) and have the first-home exemption up to RM 500,000. See our stamp duty guide for the details.

What we do not rank

  • Sold-out projects. Arica on Andaman Island (E&O) was reported sold out in November 2024. (FMT, 20 Nov 2024)
  • Projects priced only by agents. Eight & Eight in Tanjung Tokong (UDA Holdings, 600 units; the state approved converting its land from leasehold to freehold in October 2026), The Lighthauz and Keeperz Suites in Gelugor (Exsim) and The Pier next to Penang World City (Asia Green Group). We found no price published by the developer or the press for any of them, and no confirmed launch date for the Exsim projects. (The Star, 22 Oct 2026)
  • Projects we could not pin down. Lumina Residence on Pykett Avenue is left out because listings name two different developers.
  • The mainland. This edition covers the island only. Mainland projects close to Butterworth station would score rail points; we will look at them in a separate edition.
  • Promises. Show-gallery claims, “guaranteed rental” schemes, projected yields, rental estimates and price forecasts. If a figure is not published by the developer or the press, it is not on this page. Distances to the LRT quoted in brochures assume a line that is not running yet; ours are straight lines.

Prices change during a launch: always ask the developer for the current price list and the developer’s licence and advertising permit, and have a lawyer read the sale and purchase agreement before you sign.
